Nothing is ever deleted or hidden — you keep access to every response you have collected. If you go over the Free plan's 200 responses/month (for example after downgrading from Pro), your public forms and surveys are paused so no new responses come in. To start collecting again, re-publish them — which sticks once you're back within your monthly allowance (it resets each month) or on a plan with unlimited responses.
A response is one completed submission — one survey answer set or one form submission. Partial responses don't count. Uploads don't count toward response limits.
